the Iraqi Transportation Minister admits that Transport Ministry officials have stolen everything from bed sheets to buses and sold them on the black market. They have paid out tens of millions in US dollars to cronies for train station waiting rooms that were never built. According to the article, the ministry even spent $300 million for an aircraft that was worth less than a quarter of that amount, with officials suspected of pocketing the difference ($225 million).
